Residents urged to register to visit their local Household Waste Recycling Centre

Residents now need to register to visit their local Household Waste Recycling Centre (HWRC) as part of Cheshire West and Chester Council’s efforts to cut down on unauthorised use. This means that centres can be more easily and fairly accessed by residents who need them.

There are many benefits to the new system. Once your vehicles are registered:

  • No ID or proof of address is required – automatic number plate recognition (ANPR) cameras will identify all pre‑registered vehicles.
  • Paper permits will no longer be needed – everything is handled through your online registration.
  • You can choose to receive notifications, including important service updates such as emergency closures due to severe weather.
  • You will automatically receive 30 visits per year, and you’ll be able to monitor how many visits you have remaining.
  • You can request additional visits if you use all 30 (conditions apply).

Registration is a one‑off process for each household. Once registered, you will only need to update your details if you change your vehicle, or you move home. Each household can register up to three vehicles, including one commercial type vehicle.

The new system prevents unauthorised use and fairly manages the number of visits each household makes, ensuring everyone has reasonable access to the service. Each household is entitled to 30 visits within any 12-month period.

A ten-year Waste Management Strategy was adopted by the Council in 2021, aiming to reduce overall waste, increase recycling and provide a cost-effective service. Reviewing the way HWRCs work is the next step towards this.

The changes being implemented follow Council’s cabinet approval in June 2025, after a public consultation in 2024 on proposals to improve the future of HWRCs.

Cllr Karen Shore, Deputy Leader of the Council and Cabinet Member for Transport and Highways (including Waste), said:

“HWRCs are a crucial part of managing waste and recycling in the Borough; they are places where residents can dispose of extra household waste or recycling, as well as items that are not collected through the kerbside waste and recycling collection service.

“Waste from commercial premises, businesses or any ‘paid‑for’ work is not permitted at any HWRC site. There has been a sharp increase in frequent visits and suspected non-household waste being brought to our sites, particularly by those using commercial type vehicles.

“The new registration system aims to ensure that HWRCs remain accessible to all residents who need them whilst tackling the minority of excessive users and commercial users who are bringing unauthorised waste. Dealing with unauthorised waste costs the Council money and reduces capacity for residents to use the sites. The new registration system will make things fairer and more efficient for everyone.”

The Council operates seven HWRCs across the borough, in Chester, Ellesmere Port, Frodsham, Neston, Northwich, Tattenhall and Winsford. Each year, they are visited around 740,000 times and process approximately 40,000 tonnes of household waste and recycling. Since April 2026, the Borough’s HWRCs are now managed by the Council’s wholly owned company, Cheshire West Recycling (CWR).

If you don’t have a smartphone or access to a computer and only want to register a “standard” type vehicle, you can contact 0300 123 7026 where assistance will be provided to complete your registration application form. Extra staff will be on hand to help people to sign up at the HWRCs at the following times in August:

  • Wednesday 12 August, 5-7pm – Ellesmere Port, Garth Road, CH65 4LB

  • Tuesday 25 August, 12-2pm – Frodsham, Station Yard, Off Church Street, WA6 6PN
  • Tuesday 25 August, 5-7pm – Chester, Bumpers Lane, CH1 4LT
  • Wednesday 26 August, 5-7pm – Winsford, Leslie Road, CW7 2RB
  • Thursday 27 August, 12-2pm – Neston, Clayhill Industrial Estate, CH64 3RL

Residents can also get support with online registration at their local library, where staff can assist with accessing the website or completing the form.

 

Landline Switch-Off – important information

RESIDENT INFORMATION: UK LANDLINE SWITCH-OFF

The UK’s old landline phone network is being switched off by January 2027 and replaced with digital phone services delivered via broadband.

Many residents will not notice a major difference, however some older home phones, telecare devices, pendant alarms and monitored home alarm systems may be affected and could require updating before the switch takes place locally.

Residents are encouraged not to wait until the last minute and to contact their provider to:

  • ask when their area is scheduled to switch
  • check whether their current phone will still work
  • check any telecare or alarm systems
  • ask about emergency backup during power cuts

Marbury Park & Anderton Car Parks – Important Update

Cheshire West and Chester Council is introducing formal parking regulations for Marbury Park and Anderton Nature Park car parks. These changes formalise existing arrangements and will allow the Council to enforce parking rules.

Key points:

• The new regulations come into effect on 30 July 2026.

• There will be a 4-week warning period before any penalties are issued.

• After this period, enforcement will include:

• Non-payment of parking charges

• Misuse of designated parking bays

• Parking outside marked bays

Residents and visitors are encouraged to check signage and ensure they comply with the updated parking arrangements.

These changes went through a consultation process where no objections were raised, so the changes will proceed as planned.

Notification of Public Rights to inspect the 2025/26 Accounts

The Internal Auditor has signed off the Comberbach Parish Council accounts for 2025/26 and the Annual Return forms have been sent off to the External Auditor. As usual members of the public have a right to inspect the accounts, this year the period for exercising this right runs from Wednesday 3rd June 2025 to Tuesday 14th July 2025. New Community Bus Service for residents

Cheshire West and Chester Council has announced a new Community Bus service, Your Bus, for residents.

Your Bus is operated by Changing Lives Together

Your Bus is a door-to-door transport scheme designed to help people stay connected, independent, and able to reach the places that matter most, whether that’s medical appointments, shopping trips, social activities, or visiting loved ones.

The fleet of eight new minibuses are fully accessible with space for wheelchair users. The service will operate, as a minimum, from 10am to 3pm Monday to Friday. Potential users will also be able to book the buses for evening events or group outings through contacting the operator.

All users will need to register. This can be done at any time, up to and including when they board the vehicle. Multi-channel booking is available with users able to call, WhatsApp or use a website to book.

Your Bus is for residents who are:

  • Over 80 years-old or
  • In receipt of Disability Living Allowance (mobility component) or
  • Personal Independence Payment (PIP) or
  • Attendance Allowance or
  • Have a health reason why they cannot access public transport or
  • There is no public transport provision in their area.

VJ Day 80th Anniversary, Friday 15th August 2025

The Parish Council commemorated the end of the war in Europe on 8th May 2025 (VE Day) by an event in the Village Hall, the lighting of a beacon, a tribute and a roll call of those from the village who died in conflict, but the end of the second World War did not finally happen until 15th August 1945 (VJ Day). Our event in May formed part of the national programme of events over 4 days to recognise that important date in the nation’s history.

However, at that time 80 years ago, thousands of British and Commonwealth military personnel continued to fight Japanese forces in Asia and the Pacific for a further three months before Victory over Japan (VJ Day) was declared on 15 August 1945, following Imperial Japan’s surrender to Allied Forces. Alongside British Armed Forces, hundreds of thousands of people served in the Far East from countries including pre-partition India, Australia, New Zealand, Canada, Nepal and from African nations.

Fighting in the Asia-Pacific took place from Hawaii to North East India. Britain and the Commonwealth’s principal fighting force, the Fourteenth Army, was one of the most diverse in history – more than 40 languages were spoken, and all the world’s major religions represented. It is often referred to as the ‘Forgotten Army’

The descendants of many of the Commonwealth veterans of that army are today part of multicultural communities around the world, a lasting legacy to the success and comradeship of those who fought in the Asia-Pacific.

 

A Service of Remembrance will honour and remember those who fought and died during the Second World War in the Far East at the National Memorial Arboretum in Staffordshire, which will be broadcast live on BBC1 from midday.

Second World War veteran and Royal British Legion ambassador Tom Berry, 101, from Macclesfield, who was serving on HMS Tartar in the Pacific at the time of the Japanese surrender, said:

‘For veterans like me and all those who carried on fighting until VJ Day was announced, this will be a very emotional day – a moment in history. I’ll be watching the service at home, and I’d ask the country to do the same – to stop and remember all those who gave so much for our freedoms, and those who never made it back’

A national two-minute silence on Friday 15 August at noon will mark the 80th anniversary of the end of the Second World War and as we will not be holding another event specifically to commemorate VJ Day, the Parish Council would like to encourage everyone who wishes to acknowledge and remember this moment in history to join in the silence.
